The mannequin was part of an exhibit in the National Gallery of Victoria in Melbourne.  The exhibit was probably connected to the Melbourne Fashion Festival.

This is the Archibald Fountain in Hyde Park in Sydney.  It's a lovely spot to spend a morning painting.
